Oscar Health is seeking to transform how consumers purchase health coverage with the introduction of its new marketplace, Lucie.

The AI-driven platform is designed as a centralized hub where individuals can explore a wide range of health plans alongside supplemental coverage options. It also supports employers offering individual coverage health reimbursement arrangements (ICHRA), enabling workers to shop for their own insurance using employer-provided funds.

According to the company, Lucie brings together major insurers in the individual market along with supplemental providers such as Aflac and Golden Rule Insurance Company. Users can compare and combine different types of coverage, including dental, medical vision, hospital and accident insurance, across varying price points to create a plan tailored to their needs.

Oscar Health said the platform offers access to individual networks across nearly all U.S. zip codes and enables real-time quoting, enrollment and renewal across multiple carriers. The goal is to simplify the process while giving consumers more flexibility, thereby mirroring the seamless experiences they expect from industries like retail and finance.

Mark Bertolini, CEO of Oscar Health, said the company aims to remove longstanding inefficiencies by making healthcare shopping as intuitive as booking travel accommodations. He added that Lucie allows users to customize their coverage, whether they prioritize affordability with targeted add-ons or comprehensive protection through bundled services.

Bertolini emphasized that the platform is designed to give individuals greater control over their healthcare decisions and align insurance choices with personal needs.

As a prominent player in the individual insurance market, Oscar Health has been a strong advocate for expanding ICHRA models, which allow employers to provide a fixed contribution rather than offering traditional group plans. Supporters of ICHRA argue that this approach gives employees more flexibility and helps smaller businesses provide benefits more easily.

Through Lucie, workers using ICHRA can more easily identify suitable plans and better understand their expected annual costs, the company said.

The platform is also built to assist brokers, with tools for filtering and comparing plans that can streamline the enrollment process and help address customer questions. Brokers can generate quotes and enroll clients directly through the system, similar to how individual users interact with the platform.

Amid rising healthcare expenses and a growing number of Americans losing coverage following the lapse of enhanced Affordable Care Act subsidies, Oscar Health sees significant opportunity in serving individuals who lack access to employer-sponsored insurance or public programs such as Medicare and Medicaid. That alone is a huge market worth exploring for the firm.
