Brooklyn, New York-based Maimonides Health is merging with New York City’s public health system, NYC Health + Hospitals, the organizations announced Monday. The merger is pending final legal and regulatory approval and is expected to be finalized by April, according to city officials.

The partnership is supported by $2.2 billion in funding from New York state over five years to protect safety-net healthcare in Brooklyn, officials said. Governor Kathy Hochul announced the funding on October 16 through the Health Care Safety Net Transformation Program, which encourages partnerships with safety-net institutions by providing strategic capital and operating support, along with required regulatory flexibility. The program aims to improve the resilience and sustainability of safety-net hospitals and expand access to high-quality care.

Maimonides Health operates three hospitals and more than 80 community-based sites in Brooklyn. Health system executives said that by partnering with the city, Maimonides will be reimbursed at a higher rate by Medicaid, which will strengthen its financial position.

The merger will also allow Maimonides to adopt a new Epic electronic health record platform. Executives said the transition to Epic is expected to improve care coordination and enhance the organization’s ability to collect revenue. Patients at Maimonides will be able to access their health records online and communicate digitally with their care teams through the patient portal.

“By bringing two-storied health care systems together under one umbrella, we will ensure that Brooklynites, and all New Yorkers, can continue to receive the high-quality care that they deserve,” New York City Mayor Eric Adams said in a statement.

NYC Health + Hospitals President and Chief Executive Officer Mitchell Katz, M.D., said the partnership brings together two institutions with respected histories and traditions that are committed to providing high-quality care for New Yorkers. He said that all 11 hospitals in the NYC Health + Hospitals system maintain their own identity and culture, and that Maimonides will retain its unique character and commitment to the communities it serves. Katz added that the organizations will work with clinicians and staff to support a smooth transition, particularly for patients.

Joining NYC Health + Hospitals will allow Maimonides to continue providing essential specialty care, according to Maimonides Health President and CEO Ken Gibbs. He said the organization is grateful to have a partner that shares its commitment to working with communities to meet their needs, and he acknowledged the support of city and state leaders in enabling the partnership.

NYC Health + Hospitals is the largest municipal health care system in the nation, serving more than one million New Yorkers annually across more than 70 patient care locations in the city’s five boroughs. The system includes outpatient, neighborhood-based primary and specialty care centers that anchor care coordination with trauma centers, nursing homes, post-acute care centers, a home care agency, and the MetroPlus health plan. The organization employs more than 46,000 people.

The health system said that under Katz’s leadership since September 2017, NYC Health + Hospitals has made several changes to improve its finances. These include consolidating electronic health records across the system to support care coordination and data collection, as well as expanding its team of financial counselors who help eligible patients enroll in health insurance. 

In fiscal year 2025, NYC Health + Hospitals reported more than $5.7 billion in direct patient care revenue, an increase of over $2.5 billion from fiscal year 2019. The system also reported 459,000 primary care patients in fiscal year 2025, an increase of approximately 43,000 patients from fiscal year 2018.
